Abstract:
The research study aimed to examine how Hymes’ SPEAKING Model is integrated into the campus correspondence submitted to the office at the Ilocos Sur Polytechnic State College (ISPSC) Main Campus, Office of the Campus Director (CD), specifically to explore how cultural norms, institutional hierarchy, and linguistic expectations influence formality, tone, length, and content of the campus correspondence, thus offering a more holistic and context-sensitive discourse analysis that previous studies have not comprehensively addressed. It helps bridge gaps in communication and strengthens mutual understanding and collaboration across the institution. It made use of the descriptive-qualitative method of research design by using Hymes’ SPEAKING model. The main data-gathering instrument was a collection of campus correspondence from the CD Office of ISPSC Main Campus. Content Analysis and Close Reading were used as a mode of analysis. The study revealed that while institutional correspondences largely comply with the standards of Hymes’ SPEAKING model, the recurring gaps in timeliness, role clarity, tone, and language structure and page formatting suggest the urgent need for capacity building in professional and academic communication. These deficiencies carry significant consequences for organizational efficiency—delays in approvals, weakened accountability, reduced credibility, and potential misinterpretation of institutional directives. Improving adherence to communication norms and placing greater emphasis on an empathetic yet professional tone can strengthen organizational credibility and streamline decision-making. Eventually, addressing these gaps ensures that institutional correspondence not only fulfills its immediate purpose but also reinforces professionalism, respect, and trust within and across organizations.
