Filipino-Language Scholarly Publication Policy

Commitment to Filipino-Language Scholarship

Consortia Academia recognizes Filipino as an important language of scholarly inquiry, academic communication, cultural expression, and knowledge development. As part of its commitment to inclusive and internationally accessible scholarly publishing, the publisher supports the publication and dissemination of research written in Filipino, in accordance with the scope and editorial policies of its respective journals.

Consortia Academia officially recognizes and accepts Filipino as a language of scholarly publication in participating journals. Manuscripts written in Filipino are considered legitimate academic contributions and are evaluated according to the same standards of originality, methodological rigor, scholarly quality, ethical integrity, and relevance applied to English-language manuscripts. This initiative seeks to strengthen the use of Filipino in academic research, encourage culturally grounded scholarship, and provide opportunities for researchers to communicate their findings in a language that reflects their intellectual, educational, and cultural contexts.

Policy Basis and Educational Significance

The publisher’s support for Filipino-language scholarly publication is consistent with the principles reflected in Article XIV, Section 6 of the 1987 Philippine Constitution, which provides for the development and use of Filipino, and Republic Act No. 7104, which established the Commission on the Filipino Language and promotes the development and dissemination of scholarly and other original works in Filipino and Philippine languages. Consortia Academia contributes to these broader objectives by providing opportunities for Filipino-language research to be evaluated, published, preserved, and made accessible through scholarly journals. This policy represents an independent academic publishing initiative and does not imply government accreditation, official endorsement, or certification by the Commission on the Filipino Language or any other government agency.

Participating Journals and Eligible Manuscripts

Filipino-language manuscripts may be considered for publication in Consortia Academia journals whose stated language policies permit such submissions, including:

  • International Journal of Research Studies in Education (IJRSE): Educational research, policy, teaching, learning, Filipino language education, literature and culture in educational contexts, and related interdisciplinary scholarship.
  • International Journal of Research Studies in Psychology (IJRSP): Psychological research, Filipino psychology, mental health, cultural identity, and related psychological and behavioral studies.
  • International Journal of Research Studies in Management (IJRSM): Management, entrepreneurship, organizational studies, business practices, and culturally grounded Philippine management research.
  • International Journal of Research Studies in Language Learning (IJRSLL): Language acquisition, language education, applied linguistics, multilingualism, Filipino language and cultural scholarship, and related studies.
  • International Journal of Research Studies in Educational Technology (IJRSET): Educational technology, digital learning, instructional innovation, artificial intelligence in education, and related educational technology research.

Language eligibility does not automatically establish that a manuscript is suitable for a particular journal. All submissions must satisfy the journal’s academic scope, publication arrangements, and editorial requirements.

IJRSE accepts individual manuscript submissions, while IJRSP, IJRSM, IJRSLL, and IJRSET accept manuscripts through approved themed special issues under their current publication policies.

Publication in Other Philippine Languages

Consortia Academia also recognizes the scholarly significance of regional and indigenous Philippine languages and their contributions to linguistic diversity, cultural preservation, and knowledge development. Within the International Journal of Research Studies in Language Learning (IJRSLL), manuscripts written in other Philippine languages, including Cebuano, Ilocano, Hiligaynon, Waray, and indigenous Philippine languages, may be considered as part of approved themed special issues focusing on relevant linguistic, educational, and cultural topics. Such special issues are subject to editorial approval and the availability of appropriate linguistic and disciplinary expertise.

Equal Scholarly and Editorial Standards

Filipino-language manuscripts are subject to the same academic quality requirements and publication ethics standards as English-language manuscripts. All manuscripts must demonstrate originality, appropriate engagement with relevant scholarship, sound research methodology where applicable, credible analysis, and a meaningful contribution to knowledge. Manuscripts written in Filipino undergo appropriate editorial evaluation and peer review in accordance with the publication procedures of the respective journal. Language of publication alone does not determine manuscript acceptance, scholarly quality, or publication eligibility. Consortia Academia seeks to ensure that manuscripts are assessed by individuals with appropriate disciplinary expertise and sufficient language proficiency to evaluate the submitted work.

English Titles, Abstracts, and Keywords

To enhance the international visibility, accessibility, and discoverability of research published in Filipino, authors are encouraged to provide an English title, abstract, and keywords alongside their Filipino-language equivalents. These English-language elements are encouraged but are not universally mandatory under this publisher-wide policy, unless specifically required by the applicable journal or publication arrangement. Providing English-language bibliographic information may facilitate scholarly communication with international audiences and improve the potential discoverability of locally grounded research through academic search engines, bibliographic databases, and indexing services. However, the availability of English-language metadata does not guarantee inclusion in any particular indexing service. Indexing decisions, database coverage, and processing schedules are determined independently by the relevant services.

Publication Recognition and Bibliographic Records

Articles published in Filipino are recognized as scholarly publications of their respective Consortia Academia journals and are included in the journal’s official publication records. Accepted and published Filipino-language articles are provided with the applicable bibliographic information, including the journal title, publication year, volume, issue, and article details, together with a Digital Object Identifier (DOI) where assigned. The language of publication does not, by itself, alter the journal’s academic quality requirements, publication ethics obligations, or the copyright and licensing conditions applicable to the article. The recognition of an article by an external university, government agency, professional organization, or research evaluation body remains subject to that institution’s own policies and assessment criteria.

Commitment to Local Knowledge and International Scholarship

Through its Filipino-language scholarly publication initiative, Consortia Academia seeks to support the intellectual development of Filipino, strengthen opportunities for locally grounded academic research, and encourage the preservation and dissemination of Philippine linguistic and cultural knowledge. The publisher recognizes that international scholarly contribution is not limited to research communicated in English. High-quality scholarship written in Filipino can provide valuable theoretical, empirical, methodological, and practical insights for national and international academic communities. Consortia Academia remains committed to promoting scholarly excellence, linguistic inclusivity, responsible academic publishing, and meaningful connections between Philippine research and global knowledge development.
