Abstract:
This study explores the fishing practices of the fisherfolk in relation to sustainable fishery management in San Agustin, Romblon. The study employed a qualitative phenomenological design to understand the experiences of the leaders of fisherfolk communities. Fifteen fisherfolk leaders from different barangays were the participants in this study. Data from semi-structured interviews with the fisherfolk leaders were analyzed through thematic analysis. The findings of this study reveal that the fisherfolk primarily use legal and traditional fishing methods, indicating a gradual adoption of sustainable and regulated fishing practices. However, they encounter challenges with declining fish stocks, environmental issues, and lack of resources within their community. There are multiple factors that influence the fisherfolk’s compliance with fisheries regulations. According to compliance with fisheries regulations theory, the fisherfolk leaders comply with the regulations instituted by the government to ensure that the fish population in their community is preserved and to provide for their community’s needs. However, they do not comply when they experience economic hardship as they require the resources from the ocean to survive. The findings indicate a tension between the needs of the community and the sustainability of their fishing practices. However, the fisherfolk exhibit resilience in the face of challenges and understand sustainable fishing practices. Based on these findings, recommendations for sustainable fishery management in the area include the development of livelihood diversification programs for the fisherfolk, the establishment of more enforcement mechanisms for the fisheries regulations, and the creation of a governing body that includes the fisherfolk in decision making. Such approaches will foster a sustainable fishery management practice that considers the needs of the community and the preservation of their natural resources.
