Level of Artificial Intelligence Technological Pedagogical Content Knowledge (AI-TPACK) of special education teachers in supporting learners with special needs

Abstract:

This study assessed the level of Artificial Intelligence–Technological Pedagogical Content Knowledge (AI–TPACK) of Special Education (SPED) teachers in Lucena City and examined the extent to which AI-based tools are integrated into instructional practices for learners with special needs. A total of 89 SPED teachers participated in the study. Results revealed that the SPED teaching workforce is predominantly young and early in their professional careers. Findings further showed that the respondents demonstrated high levels of AI–TPACK competence across all components—Content Knowledge, Pedagogical Knowledge, Pedagogical Content Knowledge, AI–Technological Knowledge, AI–Technological Pedagogical Knowledge, and AI–TPACK—indicating readiness to utilize AI in instructional delivery. However, the extent of AI integration in classroom practice was found to be partially implemented (AWM = 2.74), with AI tools used mainly to support instructional materials and formative assessment rather than advanced learning adaptation. Challenges were reported at a high extent (AWM = 3.01), particularly relating to insufficient devices, unstable internet connectivity, and limited training. Significant differences were found by sex in PCK (p = .023) and AI–TPACK (p = .049), while no significant differences were observed across age or years of teaching experience. Based on these findings, a Compendium of Capacity Development Activities was developed to strengthen AI-supported inclusive teaching through professional development, peer mentoring, infrastructure improvement, and sustained institutional support.
