Abstract:
This study examined the impact of the Literacy Extension Program implemented by the College of Education in selected barangays in the City of Manila through the Bachelor of Secondary Education programs majoring in Filipino, Physical Science, Mathematics, and Technology and Livelihood Education. Specifically, it investigated the program’s contribution to enhancing beneficiaries’ knowledge, skills, and competencies through the transfer of learning toward sustainable, meaningful, and innovative community development. A descriptive-quantitative research design and documentary analysis were employed to evaluate the extent of the program’s impact. The study was anchored on the SECI Model of Nonaka and Takeuchi, which encompasses the dimensions of socialization, externalization, combination, and internalization. These dimensions served as the framework for assessing the program’s effects on barangay officials, students, and parents. Participants were selected using simple random sampling and purposive sampling, while data were analyzed through the weighted arithmetic mean. Findings revealed that the Literacy Extension Program exerted a high level of impact in terms of program design, engagement of resource experts, provision of facilities and instructional materials, and the delivery of advisory and training services. Documentary analysis further indicated that the program demonstrated a high level of effectiveness across all four dimensions of the SECI Model, highlighting its role in facilitating knowledge creation, sharing, integration, and application among beneficiaries. Among the identified best practices were the conduct of learning sessions, seminars, and the distribution of contextualized instructional materials facilitated by experts and pre-service teachers. Based on the findings, the study underscores the importance of strengthening initiatives that promote transfer of learning and learning sustainability to better address the needs of students, parents, stakeholders, and out-of-school youth. Furthermore, the study proposes the Community Extension Impact Model (CEIM) as a framework for the planning, implementation, monitoring, and evaluation of extension programs, thereby supporting more systematic, sustainable, and impactful community engagement initiatives.
