Abstract:
Gender equality remains one of the most significant challenges facing the world today. The education system, particularly schools, plays a vital role in promoting awareness of gender equality and gender mainstreaming, which refers to the systematic assessment and integration of gender perspectives into policies, programs, projects, and activities to ensure equitable benefits for both women and men. This study aimed to determine the level of awareness, attitudes, and challenges associated with the implementation of the Gender-Responsive Policy in accordance with CHED Memorandum No. 1, Series of 2015. The study involved 248 students, faculty members, and administrators from the College of Education of the Eulogio Amang Rodriguez Institute of Science and Technology (EARIST). It also sought to propose gender-related programs for the college. A descriptive research design was employed, utilizing a researcher-developed questionnaire to gather the necessary data. Ethical standards were strictly observed throughout the data collection and analysis processes. Statistical tools such as frequency, percentage, weighted mean, composite mean, and ranking were used in analyzing the data. The findings revealed that the respondents demonstrated a high level of awareness of the gender mainstreaming strategies implemented by the College of Education of EARIST in response to CHED Memorandum No. 1, Series of 2015, Republic Act No. 9710 or the Magna Carta of Women, and the guidelines of the Philippine Commission on Women (PCW) concerning policies, programs, projects, activities, and mechanisms. The study also showed that the respondents held positive attitudes toward gender-related initiatives and that a significant relationship existed between their level of awareness and the extent of their attitudes toward gender mainstreaming. Among the major challenges identified were insufficient funding and the lack of Gender and Development (GAD)-based training programs. The results indicate the need for the College of Education to further strengthen the implementation of standards and programs prescribed by the PCW, RA 9710, and CHED to enhance the institutionalization of gender mainstreaming. The findings of the study served as the basis for developing a comprehensive gender-responsive program for the college.
