Abstract:

This study examined the level of awareness and extent of implementation of Gender and Development (GAD) at the Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST) to inform the design of an institutional GAD intervention program. Using a descriptive quantitative research design, data were collected through purposive sampling from 46 executive officials, 246 faculty members, and 108 non-teaching personnel. A validated survey instrument was employed, and established ethical research standards were observed. Results indicated that awareness of the legal foundations of GAD ranged from moderately aware to aware, with non-teaching personnel demonstrating comparatively lower levels of awareness. With respect to implementation, budgeting was assessed as implemented, while policies, enabling mechanisms, and Programs/Activities/Projects (PAPs) were rated as moderately implemented. Key implementation challenges included the organization of budgeting procedures and insufficient communication with target stakeholders. Statistical analysis revealed no significant differences among the three respondent groups in their assessment of the extent of GAD implementation. The findings provide empirical evidence to support the development of an enhanced GAD Intervention Program that emphasizes capacity building, strengthened monitoring and evaluation (M&E) systems, standardized budgeting processes, and improved communication strategies. This study contributes to the limited empirical literature on GAD implementation in higher education institutions and underscores the role of HEIs in advancing the Sustainable Development Goals, particularly SDGs 4, 5, 10, and 16.
