Abstract:
The Alternative Learning System Senior High School (ALS-SHS) program provides a flexible route to senior high school completion for learners who cannot readily participate in conventional schooling. This study plans to evaluate the implementation of the ALS-SHS program in the Schools Division of Candon City, Philippines, using the context, input, process, and product (CIPP) evaluation model. A census of eligible ALS-SHS graduates from four implementing schools during school years 2022–2023 to 2024–2025 will be invited to participate (N = 167). The study will use a bilingual, researcher-developed questionnaire that assesses program relevance, resources and personnel, delivery and learner support, perceived learner outcomes, and implementation barriers. Instrument development will include expert review, bilingual translation procedures, cognitive review, pilot testing, and reliability assessment. The planned evaluation will provide evidence for a division-level development plan. Because the study uses retrospective self-reports from graduates, it will evaluate perceived implementation and outcomes rather than establish causal program impact.
