Abstract:
The study sought to assess the implementation of the Results-Based Performance Management System in public secondary schools and the challenges encountered in its implementation as perceived by the public secondary teachers in Palauig District, Schools Division of Zambales during the school year 2022-2023. The respondents of the study were eighty-three (83) public secondary teachers occupying Teachers I, II, III and Master Teacher I positions. The descriptive method of research was employed with survey questionnaire-checklist as its main tool to gather data. The techniques of observation and informal interviews were likewise employed to validate findings. Statistical treatment of data was confined to the frequency count, percentage distribution, weighted mean and analysis of variance. Majority of the teacher-respondents were found to be high in their perceived implementation of the Results-Based Performance Management System in terms of the four (4) areas of RPMS. The top five (5) challenges rated by the teacher-respondents as moderately evident on their perceived implementation of the Results-Based Performance Management System (RPMS) were assessments are kept secret; high anxiety; cross comparisons are not required; disconnected from rewarding and no integration. There exist significant differences were established in the teacher-respondents perceived implementation of the Results-Based Performance Management System (RPMS) in terms of performance planning and commitment, performance monitoring and coaching, performance review and evaluation, and performance rewarding and development planning across occupational rank.
