Abstract:

This study developed and psychometrically validated research instruments for assessing Human Resource Management Practices and Quality of Work Life in the Philippine educational context. Employing a quantitative instrument development and validation design, the study was conducted at the Graduate School of Nueva Vizcaya State University among Doctor of Education students enrolled during the Academic Year 2024–2025 who participated in the pilot testing. Two researcher-developed instruments were evaluated: the 32-item Human Resource Management Questionnaire covering strategic human resource planning, talent retention and career pathing, teacher engagement and organizational culture, and knowledge management and learning organization practices; and the 32-item Teachers’ Quality of Work Life Questionnaire measuring work environment and working conditions, work–life balance and personal well-being, professional growth, development, and career satisfaction, and organizational support and school culture. Reliability analysis revealed strong internal consistency, with Cronbach’s alpha coefficients of 0.795 and 0.862, respectively. The findings indicate that both instruments demonstrated acceptable reliability and potential applicability for measuring HRM practices and teachers’ quality of work life in Philippine educational organizations.
